Does anyone know anything about this wooden form?

It is about 2 ft. in diameter and very well made. We have 2 of them in the Kaffe Haus that were found in the check room on the 3rd floor of the historic Johnsonburg Community Center. There are lots of thoughts on the what of this piece. I just love the architectural addition to the space.
